The Israeli Occupation Notifies the Evacuation Notice Land areas in Jubara Village/ South of Tulkarm

Violation: Issuance of 9 eviction orders targeting 32.5 dunams

Date: January, 23th, 2025

Location: Jubara Village, south of Tulkarm

Perpetrating Party: The so- called Government property Inspector who follows the Occupation

Affected Party: Several Farming Families in the Village

Details:

 On the morning of Thursday, January, 23th , 2025 ,  Jubara Village that located in south of Tulkarm,  witnessed an attack by the so- called Government property inspector of the Israeli civil administration .

It is worth noting that the occupation targeted the eastern side of the village, through notices issued by the so- called Israeli civil administration, demanding the eviction of areas land within a 45 days period. the occupation justified this by claiming that the land belongs to the state, threating to bulldoze these plots and burden farmers with costs of the machinery, the occupation would use in the process.

Mr. Raed Omar Jubara, head of the Jubara village council , told LRC:

‘’ In the village of Jubara  we have been suffering for more than 20 years from significant targeting by the occupation. The village has a  target of the so -called Israeli Civil Administration and its affiliated committees. The Israeli occupation has repeatedly issued demolition order for a large number of agricultural structures, not to mention demolishing at least nine homes in the village. The attacks continue , and today , eviction notices have been issued for vast area of land under the pretext that they are ‘’state lands’’ . These notices are concentrated in the eastern part of the village. ‘’

Jubara village is considered one of the targeted villages by the occupation in Tulkarm governorate in terms of the scale of Israeli targeting . Jubara Village : 

Jubara is located 7 km to the south west of Tulkarem city and east of at Taybah town inside the green line. Its population mounts to 650 according to 2007 census, Jubara is surrounded by Far’oun village (north) , The occupied territories of 1948 (west) ,Shofa village (east), Kafr Jamal and Flamiyeh (south).

Families of the town: Jubara, Mahmoud, Awad and Odeh. The town has a total area of 46,914 dunums , of which 73 dunums are the town’s built up area.

Israeli settlements devoured 1068 dunums of the town’s land:

  1. Sal’it settlement devourd 921 dunums and populated 441 settlers.
  2. Ya’arit devoured 147 dunums.
  3. The segregation wall devoured 1531 dunums, and isolated 12,212 dunums.

Oslo conventions divided Jubara into B and C areas:

  • B area : 29862 dunums.
  • C area: 17052 dunums.

Land Confiscation Violates International Laws:

What Israel is doing in the occupied Palestinian territories is considered a violation of the Palestinian people's rights and their lands, and a violation of international laws and conventions. The following are the most important texts contained in international laws and treaties that prohibit Israeli settlement in Palestinian territories and prevent interference with civil and public rights and properties in occupied territories, along with relevant United Nations resolutions.

Lahay Convention / 1907:

  • Article 46: The occupying power may not confiscate private property.
  • Article 55: The occupying power is considered a manager of lands in the occupied country and must treat the country's properties as private property.

Fourth Geneva Convention / 1949:

  • Article 49: The occupying power has no right to transfer its citizens to territories it has occupied, or to take any action that leads to demographic change in them.
  • Article 53: The occupying forces have no right to destroy individual or collective personal property, or property belonging to individuals, the state, or any authority in the occupied country.
  • Article 147: The destruction and appropriation of property not justified by military necessity and carried out on a large scale in an unlawful and arbitrary manner is a grave breach.
