To Establishing a New Colonial Outpost… Settlers Bulldoze 6 Dunams from Deir Jrair Village / Ramallah Governorate

Violation: Establishment a new pastoral outpost.

Location: Deir Jrair, northeast Ramallah.

Perpetrators: Settlers.

Affected party: The residents of Deir Jrair village.

Details:

At the beginning of 2025, Deir Jrair located north Ramallah witnessed that settlers establish a new colonial outpost in Al Karma area located between bypass road’’ Aloun’’ and bypass road no.449.

According to field team, settlers sat up a mobile home in the location, paving an agricultural road linking between them and considered taboo lands with completed levelling process in Jordan and ravaging 6 dunams to take control over the area as a whole.

Mr. Fathi Mubark, a head of village council in Deir Jrair village to the LRC researcher told as follows:

‘’What happened is a new crime by settlers, included closed off the road in front of all of Palestinian movements near Al Asour area towards Kafr Malik villages and Deir Jrair Al Sharqiyha, transferring the area into completely threatened area on total area 550 dunams, which that facilitates to settlers to take control over area and restrict all the movements of Palestinians.

According to field research accords, there are two colonial outposts on the lands of Deir Jrair village contributed to take over most the lands.

The first outpost established in December, 22th 2020, the second established in August, 24th 2022.

About Deir Jrair village:

Located 12 km to the northeast of Ramallah city, Deir Jarir is surrounded by Al Mazra’a Ash Sharqiya and Kafr Malik (north), Silwad (west), Kokhav Hashahar colony (east), and At Tayba village (south).

It has a population of 5140 people (according to 2014 population projections). Its total area is 33,332 dunums, 793 of which are built-up area.

The Israeli occupation confiscated 2482 dunums of the village for the benefit of:

  1. Kokhav Hashahar colony that devoured 1358 dunums of the village lands. It was built in 1977 and is inhabited by 1367 colonists.
  2. Bypass roads number 449 and 458 that devoured 1124 dunums.

According to Oslo Accords, about 4906 dunums of Deir Jarir land are under Area B (PA is in charge of civil matters with Israel responsible for security) and 28426 dunums are under Area C (Israel maintains full security and administrative control).

Land Confiscation Violates International Laws:

What Israel is doing in the occupied Palestinian territories is considered a violation of the Palestinian people's rights and their lands, and a violation of international laws and conventions. The following are the most important texts contained in international laws and treaties that prohibit Israeli settlement in Palestinian territories and prevent interference with civil and public rights and properties in occupied territories, along with relevant United Nations resolutions.

Lahay Convention / 1907:

  • Article 46: The occupying power may not confiscate private property.
  • Article 55: The occupying power is considered a manager of lands in the occupied country and must treat the country's properties as private property.

Fourth Geneva Convention / 1949:

  • Article 49: The occupying power has no right to transfer its citizens to territories it has occupied, or to take any action that leads to demographic change in them.
  • Article 53: The occupying forces have no right to destroy individual or collective personal property, or property belonging to individuals, the state, or any authority in the occupied country.
  • Article 147: The destruction and appropriation of property not justified by military necessity and carried out on a large scale in an unlawful and arbitrary manner is a grave breach.
